เวียดนามเร่งมือขจัดการทำประมงผิดกฎหมาย หวังหลุดใบเหลือง IUU

เวียดนามดำเนินการมากขึ้นในการขจัดการทำประมงผิดกฎหมาย

รัฐบาลเวียดนามตั้งเป้าที่จะป้องกัน ยับยั้ง และขจัดการทำประมงที่ผิดกฎหมาย ขาดการรายงาน และไร้การควบคุม (IUU) และหลุด “ใบเหลือง” ของคณะกรรมาธิการยุโรป (EC) ที่ออกในปี 2560 สำหรับการส่งออกอาหารทะเลของเวียดนาม

รัฐบาลเวียดนามเพิ่งนำแผนป้องกันและควบคุมการทำประมงผิด IUU มาใช้ไปจนถึงปี 2568

สำหรับการดำเนินตามแผนนั้น เรือประมงทุกลำที่มีความยาวตั้งแต่ 15 เมตรขึ้นไป จะต้องได้รับการตรวจสอบก่อนออกจากท่า เพื่อให้แน่ใจว่าเอกสารและอุปกรณ์ทั้งหมดเป็นไปตามระเบียบ รวมทั้งเรือประมงที่มีความยาว 15 เมตรขึ้นไปต้องได้รับการตรวจสอบผ่านระบบ Fishing Vessel Journey Monitoring System เมื่อทำการประมงในทะเลและจะได้รับการตรวจสอบเมื่อเข้าสู่ท่าเรือเต็ม 100% ตลอดจนผลผลิตสัตว์น้ำจากการประมงในประเทศต้องได้รับการตรวจสอบและควบคุมเมื่อขนถ่ายที่ท่าเรือประมงตามระเบียบเต็ม 100% และอาหารทะเล จากการจับจากต่างประเทศที่มาถึงท่าเรือของเวียดนามจะต้องได้รับการตรวจสอบและตรวจสอบ 100% ตามความตกลงปี 2552 ขององค์การอาหารและการเกษตรแห่งสหประชาชาติ (FAO) ว่าด้วยมาตรการของรัฐเจ้าของท่า (Port State Measures:PSMA)

เจ้าหน้าที่กรมประมงเวียดนาม (VDF)ภายใต้กระทรวงเกษตรและการพัฒนาชนบท เปิดเผยว่า เวียดนามได้มีการดำเนินการตามแผนนี้ก่อนที่คณะผู้แทนจาก EC จะเข้ามาตรวจเยี่ยมในเดือนตุลาคมนี้ เพื่อตรวจสอบมาตรการต่อต้านการทำประมงที่ขัดต่อ IUU ซึ่งในการเดินทางเพื่อตรวจสอบครั้งนี้ เจ้าหน้าที่ EC จะเน้นใน 4 เรื่อง ได้แก่ กรอบการกำกับดูแล การจัดการเรือประมง การตรวจสอบย้อนกลับของผลิตภัณฑ์อาหารทะเลตั้งแต่จุดจับจนถึงจุดขาย และการบังคับใช้กฎหมายและบทลงโทษสำหรับการละเมิด

หลังจากได้ใบเหลืองจาก EC เป็นเวลาเกือบ 5 ปี เวียดนามได้ให้ความสำคัญกับการดำเนินการในเชิงรุกตามข้อเสนอแนะและข้อบังคับของ EC เกี่ยวกับ IUU เพื่อให้มีการยกเลิกคำเตือนโดยเร็วที่สุด

เวียดนามได้ทบทวนและเพิ่มข้อบังคับทางกฎหมายและบทลงโทษในกฎหมายการประมง เอกสารข้อบังคับ และแผนปฏิบัติการฉบับแก้ไขของรัฐบาล

ในการประชุมออนไลน์ครั้งล่าสุดระหว่างเวียดนามและ EC เมื่อเดือนพฤศจิกายน 2564 เจ้าหน้าที่จาก EC ชื่นชมการปรับเปลี่ยนในด้านกฎหมาย ซึ่งเป็นหนึ่งในสี่ข้อเสนอแนะที่สำคัญของ EC ต่อเวียดนามเพื่อแก้ปัญหาการทำประมงที่ผิด IUU

นอกจากนี้ เวียดนามได้นำเทคโนโลยีสารสนเทศและระบบดิจิทัลมาใช้ในการตรวจสอบย้อนกลับ ปรับกระบวนการทำงานให้เป็นดิจิทัลสำหรับการติดตามและกำกับดูแลผลิตภัณฑ์ประมงตลอดห่วงโซ่คุณค่าในลักษณะที่เหมาะสมกับความต้องการบริโภคในและต่างประเทศ

จากข้อมูลของสมาคมผู้ส่งออกและผู้ผลิตอาหารทะเลแห่งเวียดนาม (VASEP) ในเดือนสิงหาคม เวียดนามส่งออกอาหารทะเลไปยังสหภาพยุโรปเพิ่มขึ้น 95%จากช่วงเดียวกันของปีที่แล้ว มูลค่าการส่งออกอาหารทะเลของเวียดนามลดลงเหลือต่ำกว่า 1 พันล้านดอลลาร์ในเดือนกรกฎาคมหลังจากรักษาระดับเหนือ 1 พันล้านดอลลาร์ติดต่อกันตั้งแต่เดือนมีนาคมถึงมิถุนายน และต่อเนื่องถึงจนถึงเดือนสิงหาคม โดยมียอดขายลดลงเหลือ 917 ล้านดอลลาร์ ซึ่งน้อยกว่ามูลค่าการซื้อขายในเดือนกรกฎาคม 3%

อย่างไรก็ตาม เวียดนามกำลังประสบปัญหาหลายด้านในการที่จะถูกถอนออกจากกลุ่ม “ประเทศที่ถูกแจ้งเตือน” ซึ่งสองในปัญหาเหล่านั้นคือ การติดตามเรือประมงในช่วงไม่กี่ปีที่ผ่านมาเนื่องจากการระบาดระลอกใหม่ของโควิด-19 และเรือประมงที่มีจำนวนสูง

เวียดนามควรเรียนรู้ประสบการณ์ของเพื่อนบ้านอย่างไทยซึ่งหลุด“ใบเหลือง” ในปี 2562 หลังจากได้รับใบเหลืองมาสี่ปี ตัวอย่างเช่น เวียดนามสามารถดำเนินการปฏิรูประบบกฎหมาย ลงทุนในระบบติดตาม ควบคุม และเฝ้าระวัง (MCS) และร่วมมือกับองค์กรจัดการประมงระดับภูมิภาคและประเทศเพื่อนบ้านเพิ่มเติม

    Vietnam takes more efforts to eradicate illegal fishing

    Targeting to prevent, reduce and eliminate illegal, unreported, and unregulated (IUU) fishing and remove the European Commission ‘s (EC) “yellow card” on Vietnamese seafood exports issued in 2017, Vietnamese government has recently adopted a Plan of IUU fishing prevention and control by 2025.

    According to the Plan, all fishing vessels with a length of 15 meters or more must be checked before leaving port to ensure all documents and equipment in accordance with regulations; 100% of fishing vessels of 15-meters length or more must be monitored through the Fishing Vessel Journey Monitoring System when go fishing at sea and will be inspected when entering port; 100% of aquatic output from domestic fishing must be inspected and supervised when loading and unloading at fishing ports following regulations; and 100% of seafood from foreign catches arriving at Vietnam’s seaports must be inspected and monitored in line with the UN Food and Agriculture Organisation (FAO)’s 2009 Agreement on Port State Measures (PSMA).

    This Plan is implemented right before a visit by delegation from EC this October to review measures against IUU fishing. In this trip, the EC officials will focus on four matters, namely regulatory framework, management of fishing ships, traceability of seafood products from point-of-catch to point-of-sale, and law enforcement and penalties for violations, according to an official from the Ministry of Agriculture and Rural Development’s Vietnam Directorate of Fisheries (VDF).

    Almost five years after the EC’s yellow card, Vietnam has been actively focusing on drastic actions following the EC’s recommendations and regulations on IUU in order to remove the warning as soon as possible.

    Vietnam has reviewed and supplemented legal documents and enhancing sanctions in the revised Fisheries Law, documents, and action plans of the government. In the last online meeting between Vietnam and EC in November 2021, Officials from EC appreciated the changes in terms of legal matters, one of the four key recommendations made by the EC to Vietnam to solve IUU fishing.

    Besides, Vietnam has applied information technology and digital transformation in traceability, towards ensuring digitalization of professional procedures for monitoring and supervising fishery products throughout value chain in a manner suitable with domestic and international consumption demands.

    In August, Vietnam saw an increase in seafood exports to the EU, up 95 per cent from last year’s period, according to the Vietnam Association of Seafood Exporters and Producers (VASEP).

    The value of Vietnam’s seafood exports decreased to less than $1 billion in July after sustaining above $1 billion in a row from March to June. This trend was sustained in August with sales down to $917 million, which is 3 per cent less than the turnover in July.

    However, to be delisted from the group of “warned countries”, Vietnam is facing many difficulties, among of them are the monitoring of fishing vessels in the recent years due to the resurgence of COVID-19, and the number of fishing vessels still remained high.

    Vietnam should learn experiences of its neighbour, Thailand, which had a “yellow card” removed in 2019 after four years. For example, Vietnam can carry out reform in the legal system, invest in the Monitoring, Control and Surveillance (MCS) system, and further cooperat with Regional Fisheries Management Organisations and neighbouring countries.
