ประธานสภาแห่งชาติเวียดนาม National Assembly (NA)นายเวือง ดิ่งห์ เหวะ มีกำหนดการเดินทางเยือนประเทศไทยอย่างเป็นทางการระหว่างวันที่ 7-10 ธันวาคม ตามคำเชิญของประธานรัฐสภาไทย นายวัน มูฮัมหมัด นอร์ มะทา
ประธานรัฐสภาเวียดนามเป็นผู้นำหน่วยงานนิติบัญญัติต่างประเทศคนแรกที่มาเยือนประเทศไทย หลังจากที่ไทยจัดการเลือกตั้งทั่วไปในเดือนพฤษภาคม 2566 ได้สำเร็จ
ปี 2566 ถือเป็นก้าวสำคัญสำหรับความสัมพันธ์เวียดนาม-ไทย เนื่องจากเป็นวาระที่ทั้งสองประเทศเฉลิมฉลองครบรอบ 10 ปีของการเป็นหุ้นส่วนทางยุทธศาสตร์
ในช่วงไม่กี่ปีที่ผ่านมา ความสัมพันธ์เวียดนาม-ไทยมีการบูรณาการและพัฒนาอย่างรวดเร็วในทุกด้าน โดยเฉพาะในด้านความร่วมมือทางรัฐสภาและระหว่างรัฐสภา
การเยือนไทยอย่างเป็นทางการของประธานรัฐสภาเวียดนามในครั้งนี้ เป็นการยืนยันการสนับสนุนของผู้นำอาวุโสของทั้งสองประเทศสำหรับโครงการปฏิบัติการเพื่อดำเนินความร่วมมือเชิงยุทธศาสตร์ที่เสริมสร้างเวียดนาม-ไทยในช่วงปี 2565-2570 โดยเฉพาะความคิดริเริ่ม “สามการเชื่อมต่อ” หรือ “Three Connections” initiative (เชื่อมโยงห่วงโซ่อุปทาน เชื่อมโยงเศรษฐกิจ ธุรกิจ และท้องถิ่น เชื่อมโยงกลยุทธ์การเติบโตที่ยั่งยืนระหว่างทั้งสองประเทศ) ส่งเสริมความร่วมมือในด้านใหม่ๆ เช่น เศรษฐกิจดิจิทัล เศรษฐกิจสีเขียว การเปลี่ยนผ่านด้านพลังงาน
นับตั้งแต่รัฐสภาชุดใหม่ของประเทศไทยเริ่มปฏิบัติหน้าที่อย่างเป็นทางการ ทั้งสองประเทศได้ส่งเสริมกิจกรรมการแลกเปลี่ยนคณะผู้แทนระดับสูงอย่างต่อเนื่อง รวมถึงการประชุมนอกรอบระหว่างประธานสภาแห่งชาติเวียดนาม (NA)นายเวือง ดิ่งห์ เหวะ และประธานสภาผู้แทนราษฎรของไทย นายวัน มูฮัมหมัด นูร์ มาธา ในเดือนสิงหาคม ในขณะเข้าร่วมการประชุมใหญ่สมัชชารัฐสภาอาเซียน (AIPA-44) ครั้งที่ 44 ณ กรุงจาการ์ตา
เมื่อวันที่ 20 กันยายน ในโอกาสเข้าร่วมการอภิปรายทั่วไปในเวทีการประชุมระดับสูงของสมัชชาใหญ่แห่งสหประชาชาติ(High-Level General Discussion of the 9th United Nations General Assembly) ครั้งที่ 9 ที่นครนิวยอร์ก นายกรัฐมนตรี เศรษฐา ทวีสิน ได้พบกับนายกรัฐมนตรี ฝ่าม มิงห์ จิ๋งห์ ในระหว่างการประชุม ผู้นำทั้งสองได้แสดงความปรารถนาที่จะกระชับความร่วมมือระหว่างทั้งสองประเทศในด้านการค้า การลงทุน การท่องเที่ยว การเชื่อมโยงโครงสร้างพื้นฐาน และระดับท้องถิ่น
ล่าสุด นายปานปรีย์ พหิทธานุกร รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้เลือกที่จะเยือนเวียดนามเป็นที่แรก ในการเยือนต่างประเทศ หลังจากได้ก้าวสู่การเป็นผู้นำด้านการทูตของไทย ในการพบปะกับรัฐมนตรีกระทรวงการต่างประเทศเวียดนาม บุย แท็ง เซิน ทั้งสองฝ่ายเห็นพ้องที่จะขยายการแลกเปลี่ยนคณะผู้แทนในทุกระดับ และดำเนินกลไกความร่วมมือทวิภาคีอย่างมีประสิทธิผล โดยเฉพาะการประชุมคณะรัฐมนตรีร่วมและคณะกรรมการร่วมเพื่อความร่วมมือทวิภาคี
ในความร่วมมือที่ครอบคลุมโดยรวมระหว่างทั้งสองประเทศ ความร่วมมือทางเศรษฐกิจถือเป็นจุดดเด่นของความสัมพันธ์ทวิภาคี ประเทศไทยเป็นคู่ค้ารายใหญ่ที่สุดของเวียดนามในอาเซียนในช่วง 2 ปีที่ผ่านมา โดยมูลค่าการซื้อขายแบบสองทางในปี 2564 และ 2565 มีมูลค่าประมาณ 19.5 พันล้านเหรียญสหรัฐฯ และ 21 พันล้านเหรียญสหรัฐฯ ตามลำดับ แม้ว่าเศรษฐกิจโลกจะเผชิญความยากลำบากมากมาย แต่ในช่วง 10 เดือนแรกของปี 2566 มูลค่าการนำเข้า-ส่งออกระหว่างทั้งสองประเทศมีมูลค่าสูงถึง 15.82 พันล้านเหรียญสหรัฐฯ โดยมูลค่าการส่งออกของไทยอยู่ที่ 9.81 พันล้านเหรียญสหรัฐฯ ในขณะที่การนำเข้าจากเวียดนามมีมูลค่าถึง 6.1 พันล้านเหรียญสหรัฐฯ เวียดนามและไทยคาดว่าจะมีมูลค่าการค้าถึง 2.5 หมื่นล้านเหรียญสหรัฐฯ จากการขจัดอุปสรรคทางการค้า และอำนวยความสะดวกในการขนส่งสินค้าระหว่างทั้งสองประเทศ
ประเทศไทยยังเป็นนักลงทุนต่างชาติรายใหญ่อันดับ 9 ของเวียดนาม ด้วยเงินลงทุนรวมกว่า 13 พันล้านเหรียญสหรัฐฯ ขณะเดียวกันเวียดนามมีโครงการลงทุนในประเทศไทย 17 โครงการ มูลค่า 32.8 ล้านเหรียญสหรัฐฯ
การเยือนไทยครั้งนี้ของนายเวือง ดิ่งห์ เหวะ ถือเป็นก้าวสำคัญในความร่วมมือทางรัฐสภาระหว่างทั้งสองประเทศ ทั้งสองฝ่ายจะลงนามบันทึกความร่วมมือระหว่างทั้งสองรัฐสภาและระหว่างสำนักงานรัฐสภาทั้งสองแห่ง เพื่อนำความร่วมมือของรัฐสภาระหว่างทั้งสองประเทศไปสู่ระดับที่สูงขึ้นและลึกยิ่งขึ้น
ในระหว่างการเยือนไทย นายเวือง ดิ่งห์ เหวะ จะเข้าเฝ้า สมเด็จพระเจ้าอยู่หัวมหาวชิราลงกรณ นอกจากนี้ เขาจะเข้าเยี่ยมคารวะนายกรัฐมนตรี เศรษฐา ทวีสิน อีกด้วย
นอกจากนี้ ประธานรัฐสภาเวียดนามจะเป็นสักขีพยานในพิธีเปิดหอการค้าเวียดนามในประเทศไทย (VietCham Thailand) จากนั้นจะบินไปอุดรธานีเพื่อเปิด “เวียดนามทาวน์” ที่อำเภอเมือง ในวันที่ 9 ธันวาคม และเยี่ยมชมศูนย์เวียดนามศึกษา ณ มหาวิทยาลัยราชภัฏอุดรธานี
อนึ่งในวันศุกร์ที่ 8 ธันวาคม นายเวือง ดิ่งห์ เหวะ มีกำหนดบรรยายพิเศษในหัวข้อ “เสริมสร้างความผูกพัน ความไว้วางใจ และความสัมพันธ์ของการเป็นหุ้นส่วนทางยุทธศาสตร์เวียดนาม-ไทย เพื่ออนาคตร่วมแห่งสันติภาพ ความร่วมมือ และการพัฒนาที่ยั่งยืน” (Strengthening Viet Nam-Thailand engagement, trust and strategic partnership for a common future of peace, cooperation and sustainable development) ในการเยี่ยมชมจุฬาลงกรณ์มหาวิทยาลัย

Strengthen cooperation between the Vietnamese and Thai parliaments
Vietnamese National Assembly Chairman Vuong Dinh Hue is starting a working trip to Thailand from December 7-10 at the invitation of the President of the Thai National Assembly Wan Muhamad Noor Matha.
The Chairman of the Vietnamese National Assembly is the first head of a foreign legislative body to visit Thailand after the country successfully organized a general election in May 2023.
The year 2023 is also an important milestone for Vietnam-Thailand relations when the two countries celebrate 10 years of strategic partnership.
In recent years, Vietnam – Thailand relations have been consolidated and developed rapidly in all fields, especially in terms of parliamentary and inter-parliamentary cooperation.
This official visit to Thailand by the Chairman of the National Assembly of Vietnam affirms the support of the two countries’ senior leaders for the Action Program to implement the Vietnam-Thailand Enhanced Strategic Partnership for the period 2022-2027, especially the “Three Connections” initiative (connecting supply chains; connecting economy, businesses, and localities; connecting sustainable growth strategies between the two countries); promoting cooperation in new fields such as digital economy, green economy, energy transition…
Since Thailand’s new congress has officially taken office, the two countries have continued to promote high-level delegation exchange activities, including the sideline meeting between National Assembly (NA) Chairman Vuong Dinh Hue and Speaker of the House of Representatives Wan Muhamad Noor Matha on August 7 on the occasion of attending of the 44th General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA-44) in Jakarta.
On September 20, on the occasion of attending the High-Level General Discussion of the 9th United Nations General Assembly in New York, Prime Minister Srettha Thavisin met with his counterpart Pham Minh Chinh. During the meeting, the two leaders expressed their wish to further strengthen cooperation between the two countries in trade, investment, tourism, infrastructure connection, and local.
Most recently, Deputy Prime Minister and Minister of Foreign Affairs Parnpree Bahiddha-Nukara chose Vietnam as his first foreign stop after becoming the leading member of Thai diplomacy. In the meeting with Vietnamese Minister of Foreign Affairs Bui Thanh Son, the two sides agreed to increase delegation exchanges at all levels and effectively implement bilateral cooperation mechanisms, especially the joint cabinet meetings and the Joint Committee for Bilateral Cooperation.
In the overall comprehensive cooperation between the two countries, economic cooperation is a bright spot in the bilateral relations. Thailand has been Vietnam’s largest trade partner in ASEAN in the past two years, with two-way turnover in 2021 and 2022 reaching approximately 19.5 billion USD and 21 billion USD, respectively. Despite the global economy facing many difficulties, in the first 10 months of 2023, the total import-export turnover between the two countries reached 15.82 billion USD, of which, Thailand’s exports amounted to 9.81, while imports from Vietnam reached 6.1 billion USD. Vietnam and Thailand are expected to reach 25 billion USD in trade turnover, removing trade barriers and facilitating goods transport between the two countries.
Thailand is also Vietnam’s Vietnam’s 9th largest foreign investor with a total investment capital of over 13 billion USD. Meanwhile, Vietnam has 17 investment projects in Thailand, worth 32.8 million USD.
This visit of Mr. Vuong Dinh Hue is an important milestone in parliamentary cooperation between the two countries. The two sides will sign a memorandum of cooperation between the two Parliaments and between the two National Assembly Offices, bringing parliamentary cooperation between the two countries to a higher and deeper level.
During the visit, Mr. Vuong Dinh Hue will have an audience with HM King Maha Vajiralongkorn. He will also pay a courtesy call to Prime Minister Srettha Thavisin.
Besides, Vietnam’s National Assembly Chairman will witness the launching ceremony of the Vietnam Chamber of Commerce in Thailand (VietCham Thailand).
Then, he will fly to Udon Thai to open ”Vietnam Town” in Muang District on December 9 and visit the Center for Vietnamese Studies at Udon Thani Rajabhat University./.
