การจัดหาวัตถุดิบทางการเกษตรเป็นหนึ่งในปัจจัยสำคัญของอุตสาหกรรมการผลิตอาหาร ซึ่งจำเป็นต้องมีการบริหารจัดการด้วยความรับผิดชอบ เริ่มจากแหล่งผลิตที่ปฏิบัติถูกต้องตามกฎหมาย ไม่ทำลายสิ่งแวดล้อม ตลอดจนมีการจ้างงานตามหลักสิทธิมนุษยชน ทั้งที่บริษัทเป็นผู้จัดหาโดยตรงและที่ดำเนินการผ่านคู่ค้า ให้เป็นไปตามกฎระเบียบการค้าโลกและมาตรฐานสากล โดยคำนึงถึงผลที่จะเกิดขึ้นกับสังคม สิ่งแวดล้อม และผู้มีส่วนได้เสียเป็นหลัก ที่สำคัญต้องสนองตอบได้ตรงกับความต้องการของผู้บริโภคทั่วโลก
การบริหารจัดการในกระบวนการจัดซื้อวัตถุดิบทั้งจากแหล่งผลิตในประเทศและวัตถุดิบนำเข้าให้เกิด “ความโปรงใส” ตลอดห่วงโซ่การผลิต (supply chain) จึงเป็นเรื่องสำคัญที่ต้องดำเนินการตามกฎหมายและมาตรฐานของแต่ละประเทศอย่างเคร่งครัด ควบคู่ไปกับกฎระเบียบและข้อบังคับด้านอาหารและยา เพื่อคุณค่าทางโภชนาการและความปลอดภัยทางอาหารซึ่งเป็นพื้นฐานสำคัญของอุตสาหกรรมอาหาร
บริษัทเจริญโภคภัณฑ์อาหาร จำกัด (มหาชน) หรือซีพีเอฟ ยกระดับการดำเนินธุรกิจด้านคุณภาพและอาหารปลอดภัย ด้วยการจัดซื้อวัตถุดิบเครื่องปรุง และบรรจุภัณฑ์ภายใต้นโยบายด้านการจัดหาอย่างยั่งยืนและแนวทางปฏิบัติสำหรับคู่ค้าธุรกิจ (Sustainable Sourcing Policy and Supplier Guiding Principle) และนโยบายการตรวจสอบย้อนกลับการผลิตอาหารของ ซีพีเอฟ (CPF Traceability Policy) จากคู่ค้าธุรกิจที่ไว้ใจได้และเกษตรกรในโครงการเกษตรพันธสัญญา ที่มีการเลี้ยงสัตว์และปลูกพืชตามหลักวิชาการไม่ส่งผลกระทบต่อสิ่งแวดล้อม ผ่านเกณฑ์การตรวจสอบมาตรฐานตามขั้นตอน และปฏิบัติตามมาตรฐานสากลที่ ซีพีเอฟ ใช้เป็นหลักปฏิบัติในกระบวนการผลิตมาอย่างต่อเนื่อง
นายวุฒิชัย สิทธิปรีดานันท์ รองกรรมการผู้จัดการอาวุโส ด้านความรับผิดชอบต่อสังคมและการพัฒนาอย่างยั่งยืน ซีพีเอฟ กล่าวว่า นโยบายดังกล่าวให้ความสำคัญกับทำงานร่วมกับคู่ค้าธุรกิจอย่างใกล้ชิด เพื่อยกระดับความรับผิดชอบตลอดห่วงโซ่การจัดซื้อวัตถุดิบทั้งเครื่องปรุงรสสินค้าเกษตร และบรรจุภัณฑ์ เช่น ข้าวโพด ถั่วเหลือง ปลาป่น ผัก และอื่นๆ ตลอดจนการสร้างสรรค์นวัตกรรมการผลิตและการตรวจสอบควบคู่ไปกับพัฒนาคุณภาพวัตถุดิบ โดยจัดการฝึกอบรมให้คู่ค้าตระหนักถึงความจำเป็นในการคัดเลือกและตรวจสอบสินค้าอย่างถูกต้อง สู่การผลิตอาหารปลอดภัยตามมาตรฐานทั้งในประเทศและระดับสากล ขณะเดียวกัน คู่ค้าในต่างประเทศของบริษัทต้องผ่านการรับรองจากองค์กรสากลเช่นเดียวกัน
“คู่ค้าของบริษัทฯ ต้องเป็นคู่ค้าที่เชื่อถือได้ มีแนวทางและมาตรฐานการรับซื้อวัตถุดิบที่สอดคล้องกับเรา รวมถึงการนำนวัตกรรมที่เกี่ยวข้องไปประยุกต์ใช้ในการตรวจสอบและการยกระดับการผลิตของตนเอง เพื่อให้มั่นใจว่าวัตถุดิบที่ใช้ในกระบวนการผลิตอาหารของเราสามารถตรวจสอบย้อนกลับได้ตลอดห่วงโซ่การผลิต”
นายวุฒิชัยกล่าวว่า นโยบายการตรวจสอบย้อนกลับการผลิตอาหารของซีพีเอฟ เป็นการสร้างระบบตรวจสอบย้อนกลับแบบดิจิทัลที่มีความแม่นยำ รวดเร็ว และโปร่งใสตลอดห่วงโซ่คุณค่าของบริษัท เพื่อนำไปปฏิบัติในทุกกลุ่มธุรกิจทั้งในประเทศไทยและทุกประเทศทั่วโลกที่ซีพีเอฟไปลงทุนตั้งแต่ต้นน้ำ กลางน้ำ และปลายน้ำ เริ่มจากการผลิตอาหารสัตว์ การเลี้ยงสัตว์ในฟาร์ม การแปรรูปอาหาร วัตถุดิบ วัตถุเจือปนอาหาร ส่วนประกอบอาหาร และบรรจุภัณฑ์ ตลอดจนระบบขนส่งและคลังสินค้า เช่น การพัฒนาแอปพลิเคชันที่ช่วยเป็นเครื่องมือในการบริหารจัดการการเก็บเกี่ยวและการขนส่งข้าวโพดเลี้ยงสัตว์ เข้าสู่โรงงานผลิตอาหารสัตว์ บนพื้นฐานของการตรวจสอบย้อนกลับได้ตลอดห่วงโซ่คุณค่า จากเกษตรกรสู่มือผู้บริโภค

นอกจากนี้ ซีพีเอฟยังให้ความสำคัญกับการจัดจ้างและบริหารแรงงานอย่างรับผิดชอบภายใต้หลักสิทธิมนุษยชนและนโยบายการจ้างแรงงานต่างด้าวในประเทศไทย เพื่อให้แรงงานทุกคนได้รับการคุ้มครองขั้นพื้นฐานตามหลักสิทธิมนุษยชนและได้รับสิทธิประโยชน์ตามกฎหมาย
นายวุฒิชัยกล่าวว่า บริษัทฯ มีการจ้างแรงงานต่างด้าวภายใต้ข้อตกลงระหว่างรัฐบาลว่าด้วยการจ้างคนงานต่างด้าว (MOU) ผ่านตัวแทนจัดหาแรงงานที่ได้รับการรับรองตามกฎหมายที่ประเทศต้นทางโดยตรง ตลอดจนสนับสนุนให้คู่ค้าธุรกิจปฏิบัติตามกฎหมายและหลักสากลด้านแรงงานสอดคล้องกับแนวทางของบริษัทฯ เพื่อให้มีผลต่อการปฏิบัติที่เชื่อมโยงและเกิดพลังในการผลักดันไปสู่เป้าหมายร่วมกัน

CPF adopts responsible sourcing scheme, promising traceability throughout supply chain
Sourcing of agricultural raw materials is an essential factor of the food processing industry. It requires a responsible management approach that involves the production that follows legislative requirements, does not harm the environment, and upholds human rights principles. No matter if such approach is applicable to products directly procured by the Company or those through outsourcers, the process must meet global trade rules and international standards and take into account the impacts on society, the environment and stakeholders. Importantly, the process must address global customer demand.
It is thus crucial that the procurement process for domestic or imported raw materials throughout the supply chain must be kept “transparent” and strictly comply with legislative requirements and standards of each country, aside from food and drug rules and regulations. All this is to ensure nutritious values and food safety, the key foundation of the food industry.
Charoen Pokphand Foods PLC (CPF) has lifted up food quality and safety to another level, through the procurement of seasonings and packaging under the Sustainable Sourcing Policy, Supplier Guiding Principles and CPF Traceability Policy. Raw materials are supplied by trustworthy partners and contract farmers who raise animals and cultivate vegetables through environmental-friendly methods. All contract farmers pass the quality test and have conformed to international standards that CPF has applied in its production process.
Mr. Wuthichai Sithipreedanant, Senior Vice President for Corporate Social Responsibility and Sustainable Development of CPF, said that the aforementioned policies highlight close collaboration with business partners to raise responsibility throughout the supply chain. This applies with the sourcing of seasonings, agricultural products and packaging like corn, soybean, fish meal, vegetables and others. On top of that, CPF strives to develop innovations on production and inspection as well as improve raw material quality through training for suppliers. It is necessary that suppliers are aware of the necessity of material selection and inspection, so that the food production can meet domestic and international safety standards. International suppliers are also required to be certified by international organizations.
“CPF’s suppliers must be trustworthy and its business approach and raw material procurement standards conform with ours. They should also apply relevant innovations in material inspection and elevate their production standards, to make sure traceability of our raw materials throughout the supply chain,” Mr. Wuthichai said.
He added that CPF Traceability Policy is a digital system that offers precise, fast and transparent traceability throughout the value chain. It has been implemented by all CPF businesses located in Thailand and in the countries CPF has operated in, applicable with upstream, midstream and downstream operations or from feed production, farming, the sourcing of raw materials, seasonings, ingredients, packaging and transport to warehousing. An application is developed to assist corn harvest and the transportation of corn to feed mill factories, allowing traceability throughout the value chain on how a product travels from farmers to consumers.
Realizing the value and importance of natural resources and the terrestrial and marine environment, CPF operates with sustainable development principles. CPF follows rules, regulations and legislative requirements, to ensure efficient management of resources in the production process and maximum benefits. Production innovations have been developed, for the sake of the environment. Best practices have been passed on to suppliers, concerning particularly measures to mitigate climate change impacts, conserve natural resources and rehabilitate biodiversity for ecosystem rebalancing.
CPF also places emphasis on recruitment and labor management, adhering to its Human Rights Principles and Foreign Labor Hiring in Thailand Policy. Under the policies on migrant worker employment, all workers are entitled to basic human rights and legal benefits.
Mr. Wuthichai added that CPF’s migrant worker recruitment is based on government-to-government memorandum of understanding (MOU) that involves authorized agencies in the countries of origin. CPF also encourages suppliers to comply with labor laws and international standards, believing that similar practices will lead to mutual strengths and allow both parties to achieve their common goals.

We are committed to lift our competitiveness along with contribution to social and environmental development, for mutual and sustainable business growth in the long run,” Mr. Wuthichai stressed.
